The Governance, Quality and Assurance (GQA) section leads and supports the provision of specialist governance and quality assurance practices, innovation and services. For 2022, the section included:
In 2022, Governance and Quality Assurance activities included the management and oversight of the Catholic Special Schools Incorporated, which comprises two schools:
St Patrick’s Special School and Our Lady of La Vang School. The Assistant Director – Governance Quality and Assurance held the position of Chair of this separately incorporated entity during 2022. In addition to several enhancements to this entity’s governing activities, the schools worked with SACCS’ ‘Students with Disabilities Strategy’ project team to implement the strategic changes leading to one special school operating across three campuses. This includes project activities leading to the de-registration of this entity’s incorporated status.
Another governance activity included a complete re-write of the Nazareth Catholic College governing Rules. The Governance section worked throughout the year with the Nazareth Catholic College Principal and various stakeholders to modernise the Rules, with a focus on:
A review of the Nazareth Catholic Community Rules will be undertaken in 2023.
The governance section also wrote a new Constitution for the South Australian Catholic Secondary School Girls Sports Association. This Constitution will be presented at the next annual general meeting of this incorporated entity.
The governance section reviewed and made recommendations to SACCS on proposed changes to the Constitution and Trust Deed of NGS Super, an entity for which SACCS is a shareholder.
Further activities included a review of International Standards Organization (ISO) standards in readiness for their future implementation, in particular:
Functional responsibility for records management across Catholic Education SA commenced within the Governance, Quality and Assurance section. A Records Manager was appointed in February 2022 and work commenced on reviewing the current state of historical records and archiving, the digital file structures and practices, legal obligations related to records, as well as drafting a Records Management Framework.
Other work included the day-to-day management of privacy matters across CESA, as well as copyright licensing and general commercial advice/review of various school and office related agreements.
